Factors influencing China”s position and role in the Doha Round

  Since its accession to the WTO, China has been actively participating in the Doha Round negotiation.While it kept low-key in the early years, its position and role in the negotiation has attracted more attention and sometimes criticism since 2008.The Doha Round was stalled due to a number of reasons among which the most important one is the lack of leadership.It is overcritical to accuse China of leading to the stagnation of the negotiation.However, China has its own responsibility as a core member in failing to build up a positive consensus.While China has goodwill for the success of the Doha Round, it has not turned it into full devotion.There are mainly three reasons for that.Politically, China is not ready for or confident in the leadership in the muttilateral trading system yet although it.has become the biggest trading country.Economically, further opening-up is currently not a priority for the Chinese government which focuses on domestic social and economic adjustment.Organizationally, although Chinese trade ministry has been fairly efficient in internal coordination and external negotiation, a few powerful interest groups are easily able to reject concession in the absence of an overall and top-down negotiation strategy.
