Social Dilemmas of Chinese Welfare Capitalism:A Great Transformation?

Contemporary China has experienced a structural shift from a socialist planning system to a quasi-market system, characterized by a broad ”openness strategy” via inducing foreign direct investment and export-led growth policy. This outward-oriented growth regime is made possible by an alliance between local government and foreign investors, whereas the Chinese workers are systematically excluded along commodification of labor forces. In response to the increasing costs of economic transition largely shouldered by farmers and workers, the state”s recent reintroduction of”de-commodfocation” measures via broadening safety-nets in the 90”s aimed to contain the discontented workers and farmers but only failed due to due to lack of strong civil society organizations (CSOs), particularly trade unions representing worker”s interests under CCP domination. The rise of China signifies a huge social dilemma no less than a ”great transformation”.
