Community-Based Service Delivery Model under the Context of Government Purchasing Public Service: Elderly Care in Guangzhou
Ageing is one of the most pressing problems around the world,especially in the context of urbanization and industrialization.In China,the issue of ageing is particularly complex as the state”s ”One Child” policy,increased life expectancy,the weakened role of family care and limitedformal care provision all interact with each other to exacerbate the problem.Since the 1980s,the government has highlighted the importance of the community in providing care services for the elderly in urban China.In line with this position local governments have,especially since the 1990”s,applied the ideology of welfare socialization to the service provision system by introducing multiple service agencies from the market and the third sector.To some degree,the ideology of welfare socialization is similar to privatization of public service introduced over the last two or three decades in many western countries.
