Being considered as China”s first concrete attempt at democratisation,villager self-governance policy has drawn extensive attention and triggered heated debates domestically and abroad ever since its first implementation in 1988.A mountain of research has been produced since the Chinese government”s intention to implement rural democratisation was confirmed (Pastor and Tan 2000; Shi 1999).Specific aspects of self-govemance as well as overall evaluations of this policy have been widely discussed.For some optimists,the policy denotes a bright democratic future for the vast area of rural China (Horsley 2001; Shi 1999; Tan2006); for others,the status quo of rural democratisation is far from satisfying (Manion 2009; O”Brien and Han 2009).
