Consideration about Safety Management Research
Human needs safety more and more while the safety situation does not always keep optimistic with the development of social economy and technology.Researches on safety science and safety management fall behind human”s real demand.Firstly the paper initiated with researches on distinguishing hazards based on viewpoint of three-type hazards,which were the root of accidents.It pointed out that the 3rd type of hazards were organizational factors hidden behind the other two types of hazards.Secondly it put forward invalid mechanism of accident defense based on three-type hazards.Then it analyzed scopes and objects of safety management research whose purpose is restriction and leading.Next,common problems in practical safety management were studied,and it realized frequent accidents usually came from unsafe human behavior and improper system arrangement.In the end,it proposed that six aspects should be paid attention to,such as selecting safety managers who have sense of obligation,strengthening safety training,amending supervision mechanism,putting safety input into effect,establishing incentive safety organization and improving safety management execute power,which can promote harmonious safety production.
