Research on the Decision-making Model for Concession of Infrastructural Projects
Because of the different goals between the government and project firm,the reasonable decision-making for concession could assure the successful implementation of BOT project.This paper reviews foreign and domestic method for decision-making and cases,and find that current method could be classified as financial analysis or the construction of game-theory model,which couldn”t effectively restrict the extra-profit of project firm.Based on the concept of concession fee and invest rate of project,this paper constructs a linear-planning model for concession of infrastructural projects,and gives the solution of the model.This conclusion might provide the government with some guides to control the extra-profit of project firm,and to promote the implementation effect of BOT project.
