Study on the Obstacles and Strategies for the Implementing BOT in Gas Industry

摘要：

Gas industry has the problems of price distortion and safety responsibility importance that make it reformation worse than other industries which is not good for efficiency improvement and technique development.This paper describes the situation of gas industry and analyzes the obstacles of adopting concession running method in it.Measurement of implement BOT in gas industry provides principle to using concession running method in gas industry.
