Correction of Regional Interests and the Western Anti-poverty
There are three major issues of imbalance of regional interests,which are imbalanced in ecological regions,mineral resource developing regions,and energy developing regions.It is really a big obstacle on the way of western backward regions” economic and social development,and it stopped the country”s region developing coordinately.But the most important is the defection of systems,which will affect the majority poor farmers,to the great extent,for those three imbalances of regional interests.That”s why we need to correct the imbalance of regional interests,we should establish some new systems and mechanisms by taking the ”compensation to restore” as the final purpose in the duration;and we should compensate the poor peasants by following the theory of ”equal gains and losses” and ”loss of gain”,which will secure the rights of subsistence and development for the native peasants.In this way,it will improve the process of anti-poverty in the western regions.
