On Social Planning：A New Professional Identity for China?

In its guidelines for the 11m 5-Year Plan．the Central Committee of the Communist Party of China announced a new approach to national development which，among other things，would be centered on people．Simply maximizing the rate of growth iS no longer enough,There are now additional considerations，such as the five balances，one of which is“the relationship between economic and social development by accelerating social development in all of its aspects．”But in the document from which I quote．the meaning of social development is not further explored(CCP Central Committee 2006，244)．
