Countries in transition to prosperity need support from more developed nations with their advancedinfrastructures. The common goal of all countries一East, West and South一is to introduce betterlegislation for sustainable development, based on total costing enabling the polluters-pay-principle.The best basis for sustainablelegislation is the Global Energy Charter for SustainableDevelopment containing eight principles.
