Decentralized and Centralized Energy: Property Rights at the Interface

The experiences of interconnecting distributed generation (DG) to the distribution grid in California have been burdened by resistance from local private distribution utilities. This paper defines the problem of interconnection as a property rights problem --- one that involves allocation conflicts and pressures for institutional change. I argue that the current policy approach to the interconnection problem in California fails to take into account the changing property rights characteristics of the distribution grid. A review of two alternative property rights institutions that govern electrical services is proposed as a means to overcome the interconnection problem as well as other barriers to DG adoption. This property rights framework may illuminate how we might improve the electricity restructuring process in countries around the world so that small alternative energy providers can genuinely become part of the process.
