Effective Public Participation and Information Disclosure in the EIA Process-the U.S. (California) Perspective
The importance of public participation in environmental decision-making is gaining internationalprominence as a result of growing recognition that it is fundamental to moving toward sustainabledevelopment. Public participation in government decisions now applies not only to individual projects but broader programs, policies, and regulations.However, what does it mean to have effective public participation in the EIA process? EIA almost universally requires public participation and information disclosure at some level but implementation can vary because public participation means different things to different people. Before beginning to answerthe question of what is effective public participation, it is important to step back andbriefly examine why it is necessary and what benefits it serves.
