A Review on Behavior-Based Safety Management Based on Goal-Setting and Performance Feedback in Construction Industry
Construction workers unsafe behavior is common on construction sites, and unsafe behavior is always found to be involved in accidents. Goal-setting and performance feedback, as one of behavior-based safety management techniques, are widely used in several countries and regions to improve construction workers safety compliance level. This paper performed electronic database literature searches to identify relevant papers. Based on these papers, the theoretical foundation of goal-setting and performance feedback was given, moreover, short-term effectiveness and long-term effectiveness, factors influencing the success of intervention and limits of goal-setting and performance feedback were reviewed. Most studies demonstrated the short-term effectiveness of intervention, but long-term effectiveness can not be proved based on existing studies. Lots of factors play important roles in determining the success of intervention, including management commitment, worker involvement, observer commitment, workers acceptance to goal, workers capability. Goal-setting and performance feedback only can mitigate the unsafe behaviors due to failure in decision rather than others caused by failure to perceive and recognize hazards, lack of skills, and lack of external supports. In addition, this technique leads a blaming climate, ignores unsafe condition, and can not eliminate the root causes of unsafe behaviors. A strategy to make best use of goal-setting and performance feedback in construction is proposed in the final part according to its features.
