In considering the various functional departments, Forum Configuration premise of its advantages, we designed The cooperativity optimization of the inter-organizational systems with the characteristic of full contact, convergence and satisfactory solution of qualitative and quantitative combines the model of The cooperativity optimization of the inter-organizational of government owed systems is built based on the method of AH P. We studied the nationalized business owed by SASAC of Shandong Province with actual data to give a special method to the decision maker for them to make a improvement in their management.
