The Impact of Dam Break-managing the Risks
This paper provides an overview of current developments in the UK relating to dam break and emergency planning. During 2007, two periods of extreme flooding occurred in England which highlighted the potential impact on infrastructure and the wider community that extreme flooding can have. The second flood event resulted in a serious incident at the Ulley Dam, which came very close to failure. The independent review that followed these events has initiated a number of actions, including inundation mapping for all reservoirs (un-der the Water Act, 2003) in England and Wales. At the same time, a review of emergency planning guidance is underway. Linked to the provision of these action plans and inundation maps is the implementation of various R&D initiatives which provide underpinning science,tools, models and methodologies to support practical and effective emergency planning.
