Brazilian Industrial Energy Efficiency Program: Learned Lessons
National Energy Conservation Program - PROCEL created in 1985 develops eight sectorial energy efficiency national programs. One of them is PROCEL INDUSTRIA- Brazilian Energy Efficiency Industrial Program, created in 2003. PROCEL INDIUSTRIA, focused on motor driven systems in medium and big industries, was structured using the 17 years experience in energy efficiency projects implementation to achieve real energy savings. In order to implement this program, ELETROBRAS has been establishing agreements with the main state industry federations. The first task was to develop a sectorial study, in order to determine the most meaningful industrial sectors to be addressed by the program. The next step was to establish a post-graduation course level with 176 training hours distributed in 13 disciplines, which is attended, primarily by both university teachers and consultants and to whom will be given knowledge related to motor driven systems. The attendants of these courses have become multipliers of this acquired knowledge and have transferred these methodology and techniques to the representatives of the industries, called agents. At present, 166 multipliers and 2132 agents of 550 industries have already been trained. It is important to mention that the industries have a commitment to implement the measures of energy efficiency identified in the energy audit perform by their own trained agents. The program is being run in 10 state Industrys Federations in the 5 geographical regions of the country. This paper presents mainly the results and the lessons learned in these four years of implementation in order to exchange experiences with other developing countries programs.
