Ⅰ.The fundamental state of planning compilation 1.1 General idea During the 13th Five-Year period,the development of Chinas machinery industry will enter into a new stage and both connotation and conditions of the strategic opportunity time to be faced with have undergone profound changes.Therefore,the compiling method of this program differs from that of previous ones,which does not focus mainly on planning to increase capacity and speed of development,but,by brainstorming,on reviewing and reflecting the successes and failures of the transformation and upgrading of machinery industry during the 12th Five-Year period,combing the problems existing in the industry development,analyzing tendency changes,prospecting and forecasting the development environment and industry future during the 13th Five-Year period and finally putting forward the strategic orientation and development suggestions to promote smooth and healthy industry development and gradually to realize the goal from big to strong.
