Improving the Public Value in Government Program: The Case of Korean Government 3.0 Model
Republic of Korea implements Government 3.0 as a main Governance model.Government3.0 emphasizes public value oriented government service, and this new concept is advanced from the existing paradigm, Government 1.0 and Government 2.0.Especially, in the aspects of public service delivery, Government 3.0 pursues service that is customized to citizen and that is provided preemptively.It means that the Government 3.0 seeks to provide high quality of public service in customized and preemptive way, and this characteristics makes the concept distinguished from the Government 1.0(focusing on the quantity and the accuracy of the service) and Government2.0(focusing on the participation and the sharing).Advanced from the existing public service delivery system which classified as efficiency and effectiveness, Government 3.0 solves the redundancy or blind spot of the service and focuses on the equity and fairness by providing customized information that each citizen demands.Thus, this paper discusses one of the primary sub themes of the conference, the improvement of the equity and fairness in the public service delivery, through quantitative and qualitative analysis of Korean Government 3.0 cases.Firstly, specifically, as the aspect of theory, discussing Public Value Model suggested by Marx Moore and which is the base of theory, this research deals with the latest theory to improve the delivery of public service.Secondly, this study conducts a survey targeting professionals having a Ph.D.degree in Public Administration and Policy Studies to ask problems and improvement plans in terms of concept, operation, and evaluation based on Korean cases.Thirdly,carrying out FGI targeting core experts, this paper discusses concrete direction of improvement in depth.As stated above, this study reveals current problems and explores Government 3.0 which is a new paradigm of delivery of public service as a solution for the future.
