Evolution of Bureaucracy: Organizational Effect of E-Governance
The definition of Webers bureaucracy has supported the structure of bureaucratic organizations in the 20th century.Although bureaucracy which modem organizational rules of governments are set up according to has dropped behind, its realistic rationality still exists in contemporary society.E-Governance has been widely applied to government management by virtue of information and communication technology (ICT).This paper first discusses the indispensability of bureaucratic organizations and challenges bureaucratic organizations have faced in information era;then based on these and the theory of organization, further suggests a virtual government which may overcome problems of bureaucracy in modem governments.Finally, after comparing conventional government with virtual government and analyzing them, the author tried to put forward some suggestions in changing partly bureaucracy based on ICT through construction of virtual government and make it possible for government, public sectors and citizenry to interact with each other.
