Electronic Job Rotation (E-JR): The New Challenge of Civil Servant Career Management in Tasikmalaya Regency
Career management system in Indonesia is faced with a new challenge based on the Regulation of Minister of Administrative Reform and Bureaucratic Reform Numberl3/2014 that the filling of structural positions should be based on the open bidding.The system of open bidding is addressed to ensure objectivity in the recruitment process.Although in some countries the system of open bidding gives good results, it does not prevail in Indonesia.The system of open bidding requires that each employee who meets certain qualifications must enroll for the next recruitment process.The main problem is that this procedure is not in accordance with the culture of Indonesian people who often feel embarrassed or ashamed to apply for certain positions.E-JR provides solutions to these problems.E-JR is a system that combines human resource management approach and information technology (IT) in the process of career development.Tasikmalaya Regency develops E-JR which consists of two main stages, i.e.internal talent selection and open bidding with certain criteria and values that built based on the or etical and legal approaches in order to generate the best formula.Each employee who passes the internal talent selection will automatically be included in the open bidding.The results of internal talent and open bidding selection then will be processed by E-JR and the system will inform who the best candidates to fill certain positions are.
