Chinas Administrative Cost Control and the Economizing Government Building under the Perspective of Public Finance
Building an economical government and improving the administration efficiency are the development goals of the new generation of Chinese government.With the establishment and continuous improvement of the market economic system in China and the widespread of the western public management thought, the governments administrative cost gets the attention from all sectors of society.For the development of the Chinese government at present, the effective control of the administrative cost is the key to build a economizing government.Under the condition that the total financial resource is unvarying, the more the governments resources consumption, the higher its administrative cost will be, and social public utilities such as public education, health care and social security and other available fimancial resources become less.Therefore, on the premise of guaranteeing the quality of public service, how to control the phenomenon of the too high administrative expense and the too fast growth speed in China effectively becomes crucial.Enhance the Chinese governments administrative efficiency, improve the construction of the administrative system, improve the governments executive ability and credibility, use the limited public finances better for public service,build a economizing government and a harmonious socialist society with Chinese characteristics.
