Analysis of the Issue of China Constructing Green Government and the Countermeasure---From Perspective of Function Transformation
Currently, the deteriorated ecological environment has caused severe impact on Chinas economic and social development and become a primary bottleneck for China to overcome in the process of seeking for green development.In order to contain the daily increasingly severe ecological crisis and sustain the development of market economy, the government should undertake ecological responsibilities with its powerful influence and appealing force.Under current background of deepening reform, in particular, the government should consider seeking for all-round and profound reform so as to achieve harmonious development between market economy and natural environment as its major director for functional transformation.Green government is a new paradigm which is an outcome of innovation and development by people in order to adapt to environmental changes as their environmental consciousness is increasingly intensified and current ecological and environmental problems become increasingly obvious.This paper, from perspective of functional transformation, has identified three problems of in the construction of green government, including obscure function positioning, defective functional setting and flabby execution of functions.In the light of the three problems, this paper has made an analysis of the reasons and put forward countermeasures and suggestions like updating development ideas, reforming the administrative system and perfecting the supervision and account ability system.
