Essence, Highlight and Approach: The Discussion Based on Power List System
For the construction of modem government, the implementation of power list system is of significance.This paper tries to discuss power list system in three aspects: Essence,highlight and approach.The essence of power list system is to restrict the power of government into cages called systems.To implement power list system, the highlight is to understand the list system and to dispel the misunderstanding.And the approach to power list system is based on the analysis of feasibility,principles and practicality.To advance practice of power list system, the links of power cleaning,checking and standardizing must be completed and the government must disentangle power, allocate power, confirm power, proclaim power, use power and control power better.Power list system is of great benefits to Chinese modem government and a law-based government if our governments at all levels implement it rightly and carry it forward powerfully.
