To Avoid the Land Conflicts by Strengthening the Capacity of the Government Emergency Management in China

摘要：

　　The conflicts triggered by land using or allocating get quite common in recent China.It can be found that there is more than one factor which causes the land conflicts.But the absence or weakness of government emergency management capacity is one of the most important factors.Based on the definition of related concepts, this paper clarifies how such a factor tends to lead to the land conflicts, and proposes relating countermeasures.As for the necessity and the ways to build and strengthen the government emergency management capacity, it need to strengthen the emergency prevention management for land conflicts, establish a rapid response mechanism for safe guard,improve the ability to cope with risks and do a good job in treatment of rehabilitation work in land conflicts and other aspects.
