An Investigation into the Origins of Theoretical Development of Government Functions in National Defense Patent Management

　　The transformation and positioning of the government administrative management functions is a basic issue in the administrative management of national defense patent.Based on this issue, the study on the government functions in national defense patent management has experienced multiple development stages, including the new public service theory, the theory of government functions in patent management, and the theory of government functions in national defense patent management.Its range becomes wider and the object government functions become more specific.Under the background of the globalization and rapid technological development, national defense patent has become a vital strategic resource for a country to maintain its strategic edge and seek a sustainable technological competitive edge.The theory of government functions in national defense patent management faces tremendous challenges as it fails to play a significant role in the modernization of national defense and economic development.
