The Obstacle and Policy Reflections of Adopting Flexible Retirement System in Chinese Universities
There are obstacles in the process of implementing the flexible retirement system in universities, such as conflict of interest, the difficulty of identifying the standard of floating space, the absence of institutional support, and regional disparity issue etc.Therefore, in the process of policy design, besides referring to the experience of western countries, it is suggested that China should make the customized policies that is compatible with Chinese situation.Meanwhile, the government is supposed to improve legal regulation and conduct case studies so as to implement the policies efficiently under the guidance of the principle of combining flexibility and rigidity, and the pricinple of considering both right and duty.
