Efficiency and Effectiveness of Telecenters:A Case Study on ICT4D in Cambodia
Telecenter has been the one of the most popular approaches of ICT4D.This pro-poor approach was designed with the purpose of lifting the rural and urban poor community from poverty.It is believed that by accessing to ICT,those people will not be excluded from the benefit of this innovation.However,this project has faced several issues.One of those is the inability of the project to deliver in long term or inefficiency.Another issue is the failure of the project to achieve the desirable goal or ineffectiveness.Hence,these two features of the project should be evaluated carefully,so that the success and shortcomings can be identified.The past ICT4D evaluation studies mostly relied on qualitative approach and lack of numerical evidence.In diversifying ICT4D research,we suggest the use of quantitative method for telecenter evaluation so that policymakers as well as practitioners can be well-informed about the sources and causes of efficiency and effectiveness,which provides valuable information for them to remedy the shortcomings and increasing the productivity of the operation.In presenting this new evaluation framework,we revisit the case of telecenter project deployed in Cambodia from 2006 to 2009 for data collection and test with Data Envelopment Analysis(DEA).
