Organisational Anti-corruption Detection and Integrity in the Public Sector:A South African Case Study

Corruption as an abuse of administrative or public powers to achieve personal gains is a multi-dimensional international phenomenon encompassing sociological, financial, economic and political dimensions.Internationally there is a general sense of alarm that has since grown in proportion with the mounting incidence of reported cases of corruption and the accompanying realisation as to the consequences this has on the general well-being of a society. In South Africa, despite the govemments efforts corruption at all layers of governance has become a national threat. The present contribution will identify the key ingredients of an anti-corruption strategy and plan within the public service by identifying key elements of corrupt practices that have been practiced internationally and South Africa. The objectives, characteristics and mechanisms of a Fraud and Corruption Prevention Plan as an essential anti-corruption necessity will be identified and analysed in the process. This will include the dynamics underpinning a Code of Conduct, Disciplinary Code and Procedures and risk assessment and evaluation.
