Study on Urban Community Self-governance in China:Problems and Solutions
As the most important step to promote democracy from bottom to top, urban community self-governance has been attached great importance to and achieved some results since 1990s.But till now, the development of urban community self-governance is still confronted with many problems, which restricts the function of urban community self-govemance to promote the development of democracy.The problems include the following: The function orientation of community committees is contradictory and community committees work as governments more than organizations responsible for community self-governance; the relation between community committee and other community organizations is vague and there are many institutional barriers to community self-governance; public sphere is lacking and residents lack sense of belonging and identity; and grass-roots organizations are lacking and residents sense of participation and volunteerism are weak.To solve these problems and make urban community self-governance function to promote the development of democracy, the following should be done: Firstly, relevant laws and regulations should be improved so as to clearly define the self-governance function of community committees and arrange correctly the relationships among community committees, basic-level governments and their agencies, community party organizations and house owner committees; secondly, we should create public sphere in Urban Community to develop residents sense of belonging and identity; And finally, we should guide residents to establish different kinds of grass-roots organizations to cultivate residents sense of participation and volunteerism.
