An Empirical Analysis of Internal Evaluations of County-level Governments in China
The position of county-level governments in Chinese administrative structure is special.Under the current system, they must deal with many complicated evaluations set by the senior officials.The essence of these evaluations is a kind of target assessment, whose purpose is to strengthen the process control.On the one hand, these evaluations effectively promote the quality of the public service, but on the other hand, they become a means by which organizations of government could contend for power and profit, and shirk responsibility as well.Replacing the existing evaluations with government performance evaluation helps to enhance accountability of government and establish a service-oriented mode of thinking which aims to provide people with better public service.
