The Study of the Effective Supply of Rural Infrastructure in Inner Mongolia of China from the Perspective of Public Finance
Increasing the effective supply of rural infrastructure has the great significance to the rural economic and social development and the improvement of farmers living standards.This paper uses DEA method to measure the efficiency of rural infrastructure supply in Inner Mongolia of China and finds that the rural infrastructure supply efficiency is generally low during the six consecutive years (2006-201 I); only in 2008 and 2009 it reaches the optimal state of technical efficiency and scale efficiency, namely, the input and output of the infrastructure over the past two years has reached the best effect; and in the other four years, it is non DEA effective.This paper then analyses the reasons for low efficiency of the rural infrastructure supply from the perspective of public finance.Based on that, countermeasures and suggestions are put forward: Constructing the public financial investment system of urban-rural integration, perfecting the fiscal transfer payment system, strengthening the tax preferential measures and regulating the management of financial sources.
