The Effectiveness of E-service in Regional Governance:A Case Study of SARITA

  Over recent decades, inter-local and regional experience in the World has changed in significant ways.The amount of such activity increased substantially.The focus shifted from government to governance and from governmental consolidation to problem-solving.Today local/state authorities are finding that their existing capacities in water, sanitation, energy and other urban infrastructures are unable to service their rapidly expanding urban population.Even where governments allocate the resources to subsidize public utilities, service is often poor and majority of sectors of the population remain unserved.It is becoming increasingly clear that governments cannot meet the continually growing demand for water, waste, energy and other essential urban services on its own.It is in this backdrop that government is forced to think of alternate sources of finance, technical excellence and support services.One of the most viable options is to involve a spectrum of possible relationship between public and private actors on the cooperative basis for the provision of infrastructure services.Using 1CT in the form of E-governance could yield great benefits in the reform and modernization of the public sector.The experience of E-gnvernance in a number of developed and developing countries has shown that ICT can be a tool for greater service delivery with the goal of improving service quality.E-governance can also promote good governance, that is, greater civic engagement can increase opportunities for direct representation and voice, and support for increased democracy.E-governance denotes the application of IT to the processes of government functioning in order to bring about better governance which has been formed under SMART (Simple, Moral, Accountable, Responsive and Transparent) principles.There has been considerable debate in India about the quality of public sector delivery.Various governments have attempted in recent years to improve delivery systems.This paper examines one such effort of the Stamps and Registration Department in Maharashtra.This paper, based on a case study discusses some of the key aspects of electronic government and E-service.It examines the value and the effectiveness of E-services within the public sector with a focus on four specific facets of effectiveness: The view of management and ICT strategists; social, cultural and ethical implications; the implications of lack of access to ICT; and the citizens view of the usefulness and success of e-Service initiatives.
