Oversight over Transversal Mainstreaming in the Parliamentary Sector:A Case Study on the Gauteng Provincial Legislature

  South Africa, since the dawn of democracy in 1994, has made a number of legislative and structural changes with the goal to eradicate gender inequality, address youth development issues and promote inclusive programmes for people with disabilities.These plans to address the challenges were done through adopting a clustering approach of targeted groups by government.This means that government institutions, including the legislative sector create programmes that particularly have these three sectors as their targeted groups.However, this has created challenges in terms of mainstreaming as a strategy for addressing issues experiences by the targeted groups.There are challenges that can be drawn from the oversight role played by legislatures over mainstreaming.Subsequently, the paper proposed the Transversal Mainstreaming Strategy based on the framework developed by the Gauteng Provincial Legislature as a possible solution to this gap.
