Steering Online Public Service Delivery
Online public service has entered a new stage of E-government 2.0 based on the spread of web technology 2.0 and big data technologies.It has induced the theoretical paradigm innovation of public service.Simultaneously, it has restricted the opportunistic behaviors of public service supply.In this paper, we analyze the general characteristics of online public service which emerges from practice in this new stage.Then we summarize the methodology of setting and regulating online public service including structural induction, scenario analysis, panel data analysis, and case study.And at last we put forward its inspirations for China.We point out that online public service should be identified gradually in China.Meanwhile, online public service in countries across different political regimes should learn from each other, especially on methodology, because of their same operating principium of citizens-oriented.
