Study on the Compensation Mechanism of Public Hospitals in China under the Background of New Medical Reform
In 2009, a new round of medical and health system reform was implemented in China.One of the main directions of the reform is correcting the market orientation behavior of public hospital, helping public hospitals to return public welfare, and playing the function of public hospital in meeting peoples demand for medical services as well as laying a foundation for establishing a social medical security system that covers all members of society.The public welfare orientation of public hospitals reform related the cost-compensation for medical expenses, and establishing the compensation mechanism of public hospitals has become the key to the success of the medical and health system reform.The establishment for the compensation mechanism of public hospital need be designed systematically.Based on defining main responsibility of government and social responsibility of public hospital, the compensation mechanism of public hospital, the governments financial investment guarantee mechanism, regulatory pricing mechanism and assurance mechanism for quality of medical services, and the multiple channel mechanism of medical funding should be set up, at the same time the medical service cost accounting system ought to be established too.
