The Quasi-market Reforms and Solid Waste Management in Kampala Capital City Authority(KCCA),Uganda

  The introduction of quasi-market reforms for public funded services can be considered as a specific mode of service delivery, to be distinguished from privatization or contracting out although quasi markets and contracting have a lot in common.Quasi markets intend to strike a balance between competition playing a role in service provision but also a means of allocation of social services.In the context of Kampala in relation to the quasi-market reforms ideology, the purchaser is KCCA and the various public, private and voluntary solid waste management agents are the providers of the service.KCCA through quasi-market approach contracts various agents to help them manage solid waste.In spite of the reforms in managing the city waste however, the problem of poor solid waste management remains evident and has far reaching effects not only on the health of the urbanites and on the environment Explanations of the persistent problem is given and the possible solutions are suggested based on the theory of quasi markets.
