Public-private Partnership and Rural Innovation:In the Case of Recovery Support from the Great East Japan Earthquake

  This paper is about creating local innovation and Public-private Partnerships (PPPs) in the nuclear disaster areas of Japan by an extension of Keypersonship studies (Endo & Paules, 2010b, 20tla, 2011b, 2012, 2013b).The process of reconstruction from the devastation of the Great East Japan Earthquake, involves cooperation of many people, volunteer organizations, and resources.In particular, a vision of reconstruction, empathy and public engagement are critical components.This paper is written from the view point of Keypersonship theory which applies servant leadership principles in support of the recovery strategy.Rural innovation is created through a network of people with aspirations in order to overcome the difficult situation.People involved are moving forward in spite of risk, but with reduced anxiety based on a strategic path and common purpose.Analyzing the application of leadership theory and strategic management in the field of renewable energy illustrates the potential for cooperative ventures between local governments and small and medium-sized enterprises, The findings can lead to a new narrative in networked governance of Public-private Partnerships.
