The Shortcomings and Reshaping of E-governmental Value Based on Metropolitan Harmonious Development in China

　　Contemporary Chinese metropolises are transforming from the traditional development mode of scale expansion to the mode of harmonious development among the economic, social, population, resources and environment.Particular mode of metropolitan development presents a particular relationship of value with E-government.Both the metropolitan development and the E-government have the instrumental and value orientation.With the transformation of metropolitan development mode and development notion, it is needed that the orientation of E-government centering the efficiency be shifted to the orientation of human-centered value.It has analyzed the instrumental orientation of metropolitan E-government in the traditional development mode, the shortcomings of the instrumental orientation of metropolitan E-government in the mode of harmonious development and how to rebuilding its human-centered orientation.
