Research on the Cooperation Mechanism between the Government and NGOs in Public Crisis Network Governance in China

　　In the context of frequent public crisis, various social forces have been actively involved in crisis management.However, under the restriction of current system, the benefits of pluralistic governance are not obvious.NGOs have strong autonomy and voluntary feature, but they meet many difficulties while cooperating with the govemment.As a new kind of management idea, network management promotes equal dialogue and corporation between the government and NGOs, and is suitable for public crisis management.This paper focuses on the relation between the government and NGOs, designs the bilateral cooperation mechanism, including trust mechanism, coordination mechanisms, integration mechanisms and monitoring mechanism, on the basis of the analysis of network governance in public crisis.
