The Effect of Fiscal Transfers on Medical and Health Expenditures in Counties of Sichuan Province,China:A Positive Research Based on Data in 2007

  Through constructing the econometric models which explain the expenditure effects of fiscal transfers and empirical testing based on the county level medical and health expenditures of Sichuan province of China in 2007, this research found that transfers had inducing effects on the absolute value of county level medical and health expenditures in Sichuan province.However, in terms of expenditure structure, the increase of transfers could not increase the ratio of medical and health expenditures to gross fiscal expenditures; on the contrary, they weakened the desire of regional governments to input; in other words, medical and health expenditures may be crowded-out by other expenditures.In sum, transfers only had a weak inducing effect on medical and health expenditures in Sichuan province.There exists large space to improve the incentive effects of transfers on the expenditure efforts of local governments themselves.Therefore, building an effective and transparent transfer system of medical and health expenditures, ensuring the specificity of the money and increasing punishments to the interception or misappropriation of funds will be the main goal for further reform.
