Policy Making and Implementation Process of Resettlement Policy in Three Gorges Dam Project of China
From 1985, the first resettling pilot to 2008 when the relocation project was completed, migration policy passed two rounds and it was adjusted continually within the framework of development migration policy and had a huge switch from up-slope relocation to distant resettlement.In order to better understand the policy making and implementation process in TGD resettlement project, two main western models are discussed and the integration of the two models are used to analyze Chinese policy making process.The migration policy making and implementation process is analyzed from the perspective of government structure and interaction between different actors who are in charge of TGD resettlement project.We highlight two problems appeared in the policy making which lead to unsmooth policy making process and policy switch.Then relevant recommendations are given.
