On the New Public Management Movements Negation of the Wagners Law and Analysis of the Wagners Law Adaptation Phase
Based on the analysis of the fiscal expenditures of the five typical countries adopting the new public management movement (Australia, Canada, France, the UK and the USA), this paper observes and inspects the variation trend of the fiscal expenditure size since the emergence of the new public management movement (1979-2010).The ADF test, Co-integration test and Granger cause-effect test are adopted to test the fiscal expenditure of the countries mentioned above, and all the calculating process is covered by the professional software Eviews6.0.The test results show that the fiscal expenditures of those countries, from the overall indicator data to the classification and proxy data, are barely in line with the Wagners Law.It has been found that the Wagners Law has lost the objective conditions of its existence during the flourish of the new public management movement; and the Wagners Law was established with stages and the stages can be called the Wagners Law adaptation phase.
