Responsibility Awareness:Cultivating Mechanism of the Spirit of Contract in the Process of Public Management

　　In the context of modern public administration, responsibility awareness refers to the behaviors and processes whereby the governing bodies consciously internalize the objective managerial responsibilities and actively carry them out.Responsibility awareness is the external embodiment of contract spirit, while the spirit of contract is the intemal aspect which forms the foundation and provides guarantee for realizing responsibility awareness in public administration.The interaction logic between said two concepts will be ultimately unified in the improvement of public administration civilization through measures such as system adjustment, administration optimization, and cultural atmosphere construction among others.
