Construction on the Social Management Functions of the Ethnic Township Government in China

　　Ethnic township is an unique substratum political power form in China, which makes the national minority can manage their own internal affairs, and ensure that the people execute their rights as the masters of the country.As one of the government basic functions, social management function means that the government (including some authorized public organizations) should take the duties and functions in formulating the policy for social development, managing social affairs efficiently, maintaining the normal social order, ensuring the social system operating orderly, cultivating modern social organization, promoting the development of civil society and building a good social environment by law.The public crisis, population & ecology, and social equality management are the key functions for the ethnic township government.The restrictions include the special administrative environments, dramatically changed society, unformed social management systems and the current laws and rules on the ethnic township.The main effective methods to strengthen its construction include strengthening the ethnic traits, establishing the workable social management system, perfecting the material and technical institutions, and fully carrying out the leading role of the ethnic township govemment.
