Citizen Education:The Necessary Premise for Successful Public Administrators in Developing Countries

  In developing countries, with the development of social economy and political democracy, public administrators should be carved with management skills and public spirit, between which the establishment of public spirit is more important.At present, the construction of the public spirit usually relies on the continuous training in their professional career.It may hardly internalize the public spirit into public administrators, not mentioning to demonstrate through their behavior.Public spirit should be based on citizen education, which is the necessary premise of the success of public administrators.Via citizen education, the consciousness of citizen identity can be awoken to facilitate the public to transfer from a subject to a citizen.It will raise individuals social responsibility, honesty and selfdisciplining, contribution and patriotism.In this way, the ethic construction of public administrators and public rationality of individuals can be achieved to enable administrators to have ability to discourse with the targeted people equally.However, in developing countries, citizen education is full of challenges.Only good citizen education can make social individuals understand their role orientation and make them into good public administrators in the future.
