On Problems and Countermeasures in the Reform of Public Hospital Personnel System in China--A Case Study of Public Hospitals of Jiangxi,China
The service level of a public hospital, and the principal part of Chinese health care system is directly related to the quality of the basic health and medical service.The public hospital reform is the key and difficult part of the medicine health system reform in China and the personnel system reform is the most important and also the most difficult.But problems such as the rigidity in the flow of talents, the unreasonable power division between the administrative departments and the hospitals, the conservative attitude and the over-reliance on traditional system, the inadequate supporting measures of personnel system reform widely exist to make the reform difficult to go deep.Under the background that China increases the medical and health system reform and the masses demand for medical services continuously rises, the public hospital is facing with new development opportunities and challenges.To effectively solve the problems and meet the challenges, the public hospital must change its ideas, reasonably divide its power with the administrative departments, fully play the role of initiative and creativity of the hospitals in participating in the reform, improve the level of human resource management and perfect supporting measures in the personnel system reform so as to further promote the overall reform in the public hospital.
