Study on the Paths of Social Management Innovation at Grassroots-level of China--Taking the Mode of One-Station-Three-Centers in Baodi District,Tianjin,as an Example
In general, social management innovation at grass-roots level is carried out on the following two dimensions.One is to build up a governance structure consisting of multi subjects, in order to muster social energy; the other one is to integrate administrative resources into an optimized public management system, with the aim of releasing the energy contained in system.The paper focuses more on the latter.On the second path of management innovation, sinking mode of public management in other words, the administration needs to move down its management key point to the grassroots level.This innovation mode asks for an idea transformation by reinforcement of governments service role; requires the administration to integrate organizational resources and optimize management process; asks local government to be highly responsive to the problems and conflicts in social management.Another key point of the latter innovation path lies in straightening out all kinds of mechanisms for public management in the process of innovation, to serve the original purpose of making innovation.The paper gives a brief introduction about the working mode of one-station-three-centers in Baodi District, Tianjin, which is a practice of the sinking-mode of public administration; and tries to draw some inspiration from it for future social management innovation.At last, by the exploration of the one station-three centers, the paper looks ahead to the future development of innovation in public management at grass-roots level.
