Establishment of Public Employment Service System by the Three Northeastern Provincial Governments in China:An Empirical Analysis
The 18th National Congress of the Communist Party of China has put forward implementing Employment Priority Strategy and more proactive employment policies to further promote high quality employment.To achieve prioritized, proactive and high quality employment, we regard the public employment service system as a platform, and argue that the establishment of public employment service system should be characterized by public employment service policy, public employment service infrastructure, establishment of public employment service institutions, and public employment service vocational training.We substantiate our thesis by illustrating the status quo of and potential implications on the three northeastem provinces1 in China as a case study.In addition, we examine the flaws in policy designs, including structuring of fiscal system in public employment service system and the urban-rural dual employment service system.
