Development Dilemma and Way out for Public-service Bank from the Perspective of Smart City--A Case Study on Chengdu Ruiquan Xincheng Community

摘要：

　　Public-service bank with resident participation in community activities as the foundation has been designed by referring to the time bank in other places for Wenjiang District of Chengdu, as one of the experimental sites for smart city construction in China, trying to innovate in the social management.Such a creation attracts the attention of the world, but it is also confronted by the development dilemma and absence of sustainable development mechanism.In this paper, the countermeasures for solving these dilemmas have been proposed through analyzing the operation methods, operation mechanism, effects obtained and difficulties confronted, by taking the public-service bank in Ruiquan Xincheng Community of Wenjiang district of Chengdu as an example.
