Research on Integration and Improvement of Chinas Medical Insurance System
At present, phenomena such as system fragmentation, management separation and differentiation of urban & rural system are serious to Chinas medical insurance system.Guided by the Twelfth Five-year Plan, system integration and improvement is an irresistible trend to Chinas medical insurance system.Thus, based on the ideas of complete coverage, basic insurance, multiple levels and sustainable development which were explicitly put forward by the report on the 18th CPC National Congress, this paper aims at achieving the goal of integrating urban and rural medical insurance system from vertical and horizontal dimensions by taking health as the objective, baseline equality and moderate equality as principles, three types of insurance including insurance for residents, insurance for workers and new rural cooperative medical system as basic contents, and urban & rural medical insurance system as target; guaranteed by policy and system, it strives to gradually shorten urban-rural gap; based on achieving effective urban-rural connection, it is intended to establish and improve the urban-rural integrated medical insurance system of complete coverage, basic insurance, multiple levels and sustainable development.The paper gives a specific analysis of steps and approaches to integrate and improve medical insurance system and provides policy choices from aspects such as explicitly dividing level and scope of social insurance, effectively sharing information resource, setting institutions with defined power and responsibility, improving legal system, strengthening socialized management, and giving play to the service function of social organizations like community.
